ATM Frustrations

From my knowledge, ATM machines is to ease the people's burden of queing up in the banks to withdraw money. So why is it that the ATM machines are all/mostly 'OUT OF SERVICE' in celebration times?

Yesterday I went to the ATM to withdraw money and I've found out that only 1 of the machines are only WORKING.. the rest with the OUT OF SERVICE message displayed. The queue was so long that people have to queue outside of the ATM room and out onto the walkway. Today's the eve of Deepavali and I can forsee that more ATM if not all of them will be displaying the OUT OF SERVICE message. Why should the consumer be paying the annual ATM card fee if they are not able to fully utilize them even during public holidays?

What's the use of having the ATM facility when they are OUT OF SERVICE when the banks are on holidays? Its the same as having more counters open with extended hours during banking days. I don't really see the point of having the convenience at all !!!!
